Egypt: Alexandria General Organization for Sanitary Drainage (AGOSD)

Summary of Engagement

The purpose of the project was to transform the sanitary drainage organization serving the governor of Alexandria, Egypt from a unit of the central Government of Egypt bureaucracy into an independent economic authority. The Public Strategies Group worked as a subcontractor for Metcalf and Eddy International, on a USAID institutional strengthening contract. PSG implemented a strategic change process and a management training program to support change for the Alexandria General Organization for Sanitary Drainage (AGOSD).

Results Achieved

Presidential decree signed by President Mubarak proclaiming AGOSD an independent economic authority.

Strategic plan for AGOSD that included: mission, vision of the future, values, critical issues, and broad-based strategies.

Performance management system designed and beginning implementation.

Specific activities

Most of PSG's work was focused inside the organization to try to strengthen the leadership and management capability. Because the managers and leaders of the organization had developed in the central government bureaucracy, they did not have knowledge about or the skills necessary to succeed in an enterprise that would be dependent on recovering its own costs through fees.

PSG also designed and implemented a complete management development program, led the development of a strategic plan, and assisted in implementation of performance management systems.
