Robert understands government from both administrative and political perspective. His keen understanding of the possible, combined with his eye for political realities, has allowed him to successfully maneuver through his 25 years as an executive manager. PSG first met Robert in Richmond, VA during his 11-year tour as City Manager.
It was in Richmond that Robert pioneered a new method of training city employees to be customer-focused – a very unusual goal at the time. Now most City Managers realize that Robert was way ahead of his time. When Robert moved on to become City Manager of Oakland, California, PSG also worked with him. In Oakland, Robert used his belief in reinvention to do more with less. Robert balanced the budget using reinvention principles, spent less money, and delivered more results. After tackling the role of City Administrator in Washington DC, Robert was elected as President of the Washington DC Board of Education, and then moved on to the Detroit Schools where he continues to strive to make a difference.
Robert’s extraordinary leadership has earned him numerous awards including the prestigious International City Management Association's (ICMA) L.P. Cookingham Award for Career Development, four other ICMA Innovation Awards and the National Forum of Black Public Administrators’ (NFBPA) Marks of Excellence. |
