From 1991 to 2001, Ms. Bawcum served as the Deputy City Manager for Richmond, Virginia. Her responsibilities included strategic policy initiatives, neighborhood revitalization, community-based public safety and supervising the City’s administrative functions. Her public safety work received an award for excellence from the International City/County Management Association. She also led the way in implementing results-based budgeting and personnel systems and creating the nationally recognized Neighborhoods in Bloom initiative. NIB won the HUD Secretary's Opportunity and Empowerment Award in 2006.
From 1980 to 1990, Ms. Bawcum worked for Prince William County Virginia. During her tenure, she served as Deputy County Executive for Development and Public Works, Finance Director and Budget Director. Prior experience includes two years as the deputy director of the Office of Management and Budget for the City of Knoxville and three years as a planner with the Knoxville-Knox County Metropolitan Planning Commission.
Ms. Bawcum is a founding member of the Virginia Institute of Government and former president of the Virginia Local Government Managers Association. She has masters and bachelors degrees in public administration from the University of Tennessee. |
