Mike Marsh has over 30 years of government financial management experience, primarily with state government and also at the federal and local levels. He has emphasized improvement in business services such as budgeting, facilities, human resources and performance management.
Mike began his state government career in Oregon as a management trainee, then worked as a personnel analyst and management analyst before moving to the Budget and Management Division as a budget analyst. He was promoted to Budget Supervisor and then appointed to Budget Director for the State. In this Budget Director role, Mike started Oregon’s statewide performance measurement initiative and tied the Oregon Benchmarks, as well as the state’s strategic plan, into the budgeting process. He initiated for the Governor a program review of state government, involving the private sector and local government.
Mike served on the Alliance for Redesigning Government, National Academy of Public Administration Core Team developing a process and publishing a document titled “Deciding for Investment, Getting Returns on Tax Dollars”. He also served in leadership roles of the National Association of State Budget Officers and was recognized with honorary membership for his contributions to budgeting and to the programs of the Association.
After 12 years at Budget and Management, Mike was appointed Facilities Director for the state during a period of significant change and construction. He created a High Performance Steering Committee of labor and management that was the first to respond to changes in statute and improved productivity as well as labor relations.
He completed his career in state government as Deputy Director for the Department of Transportation, with responsibility for the efficient and fiscally sound operation of the 5,000 employee Department. He led improvements which resulted in the Department being the first Oregon state agency to receive the Advancing Government Accountability award for Excellence in Service Efforts and Accomplishments. He was recognized for demystifying the budget and building credibility with the legislature and the public through his knowledge and credibility.
Mike has given presentations nationally and internationally on customer-focused and results-driven government, including performance budgeting and performance management. He received his BS from the University of Oregon in History/Political Science and his MBA from Willamette University, where he has taught for over 10 years. He served in the U.S. Marine Corps on active duty and then retired from the Reserves as a Lieutenant Colonel. He has served as a member or chairperson of several public boards and committees. He lives with his wife Charlotte in Salem, Oregon.
