Tom Moss is an accomplished leader in non-profit and government management, with strong policy and strategic skills. He excels in the development and operation of high performance organizations that will achieve results for consumers, while adapting to changing environments.
As the Director of Results Management for the State of Minnesota from 2001 until early 2003, Tom led the performance management efforts of the executive branch. From 1996 until 2001, he was Deputy Commissioner of the Minnesota Department of Human Services. There he served as chief operating officer of an agency with a $6 billion annual budget and 6,700 employees, and was instrumental in the strategic planning and achievement of key outcome results. |

Tom came to state government in1993 as the director of long term care and continuing care operations. He’d previously spent 20 years as a chief executive in non-profit health and housing services for the elderly, and began his career in direct client service.
Tom has a bachelor’s degree in social work from the University of Minnesota and masters degrees from the John F. Kennedy School of Government and the Humphrey Institute of Public Affairs. He lives in Saint Paul Minnesota with his wife Susan, who is an Episcopal priest. They have three children.
